In the back swing my understanding is that we move the club with the lower body.

In the back swing my understanding is that we move the club with the lower body while loading the right glute . at the same time we rotate the right scapula towards the spine for a complete shoulder turn. This seems to create a lot of tension in the right side making it fire first. How do I create tension in the left side more so it fires first?

You need to recruit muscle fiber in the backswing and stretch so you can have good clubhead speed. If you don't you will try to get all the speed from shoulder spin and arms which will be very limiting. Thee key is to start the transition from the lead side and ground up.
